Richard, grew up in Wheaton, Illinois, a suburb of Chicago, and graduated from St. Olaf College in 1967, with a major in Economics and English. Following graduation from the University of Iowa Law School in 1970, he began practicing in Cedar Rapids, Iowa, with John D. Randall, former president of the American Bar Association. In 1972 he became one of the youngest elected County Supervisors in the State of Iowa.  He served on the Linn County Board of Supervisors (from 1973 to 1978) as a member, and as chairman.

Richard has taken an active interest in the community and volunteering as well as serving on regional planning commissions. He was one of the founders of the regional council of governments. In addition to his elected and volunteer positions, he also has been an active member of the local Linn County Title Standards committee and Iowa State Probate Property and Trust committees. He has actively served for many years on the boards of the Boy Scouts of America, the American Cancer Society, and as president of the downtown rotary group consisting of over 300 local business men and women. He has also helped raise funds for the Art Museum housing of Grant Wood’s pictures, the YMCA, and Mount Mercy College.

His wife, Dr. Norma J. Wenzel, was the chair of the Washington High School Language Arts Department and teaches Humanities and A.P. English. They have two sons, Paul who graduated from Creighton University and now attends Columbia University in New York, and David who graduated Creighton Law School.

A patent lawyer is a lawyer who has an additional license from the United States Patent and Trademark Office which authorizes the lawyer to represent people when dealing with the Patent Office.  To become a patent lawyer, one must have a college degree in a science or engineering field and pass the Patent Office examination, along with otherwise being a properly licensed lawyer.

Allan’s background is in electrical engineering.  He received a B.S.E.E. from the University of Nebraska in Lincoln in June 1968 and then worked for three years as a manufacturing support engineer for Collins Radio Co. (now Rockwell Collins) in Cedar Rapids.  After that, he attended the University of Iowa Law School, graduating in June 1974.  Allan received a license as an Iowa lawyer in June 1974, and then studied for and passed the Patent Office Bar Examination and received his registration to practice before the Patent Office in May 1975.  In addition to my undergraduate and law degrees, I have an M.B.A. degree from the University of Iowa.

Allan has worked in Cedar Rapids since 1974, performing legal services in various areas, including intellectual property law.  He also had the good fortune to serve a term as President of the Iowa Intellectual Property Law Association in 1989-90.
